When sex offender registration is the only punishment for a conviction for corruption of minors and indecent assault, you better bet local police and the District Attorney should follow up.
May 8, 2008 - In checking the sex offender lists, the Lancaster (PA) District Attorney's Office found 10 of 300 community sex offenders out of compliance.
One of those out of compliance was Taurus K. Gilbert who was convicted in 2003 of kissing and fondling a young girl at her home. He was a teacher at Hamilton Elementary School at the time. He was sentenced to 10 years' probation as a sex offender.
As part of his sentence, Gilbert is required to register with the Megan's Law web site and get a new picture taken every 12 months for 10 years. The check on compliance was the result of a newspaper report. The New Era discovered Gilbert's failure to register. He did register after the newspaper report and won't be charged.
Pennsylvania State Police unit monitoring the web site found he was not in compliance. They notified local law enforcement who failed to follow up. The D.A.'s office claims they don't have the time.
