Los Angeles, CALIFORNIA

June 12, 2008 - Alan P. Hubbard, 49, a Los Angeles Unified School District administrator surrendered today to face charges that he withheld evidence against another a colleague who was charged with sex-related crimes involving three girls.

Hubbard will be arraigned on Friday on one felony count each of obstruction of justice and being an accessory after the fact, according to the District Attorney's Office.

Prosecutors allege that Hubbard knew about the relationship between Steve Thomas Rooney and a student but did not report it. In addition, he is accused of dissuading the girl from reporting the relationship to authorities, according to the District Attorney's Office.

The young woman -- who has sued Rooney and the school district -- testified that she initially spoke with police in early 2007 about her relationship with Rooney, but recanted after speaking with a dean at the school because she was still in love with Rooney.

[T]he Foshay dean, who was identified by authorities in court as "Mr. Hubbard," kept photos, notes and a scrapbook that documented the relationship between Rooney and a former Foshay student. Among the materials, presented by prosecutors in court last month, were photos showing Rooney and the underage girl kissing.

Despite that, Rooney was transferred to another school where he was arrested on suspicion of kidnapping and two counts of sexually assaulting a student. Since then, he has been charged with molesting two other students. TT entry for Rooney

June 13 - Reportedly, Hubbard allegedly received the materials in spring 2007 from a friend of the former student who had collected them. One photo showed Rooney and the girl kissing. Rooney's relationship with the girl started when she was 15.

When detectives interviewed Hubbard, he told them he was "keeping them for Rooney" and said he didn't know exactly what the items were.

When detectives learned about the photo, they demanded Hubbard turn over the materials.

In separate cases, police have arrested a principal in Westchester for child pornography and a coach in Van Nuys for sexual assault of a girl. Both arrests were announced at the press conference on Hubbard.

SENTENCED (Sorta) October 7 - Hubbard pleaded no contest Monday to a charge of failing to turn over evidence. As part of a plea agreement, Judge Alex Ricciardulli sentenced Hubbard to three years' probation, 60 days of service on a road crew and $220 in fines. The government dropped a second charge of obstructing justice, which referred to Hubbard's alleged efforts to dissuade the girl from cooperating with police.

Hubbard also faces a lawsuit filed by the former Foshay student, which includes some new allegations. The suit states that the girl's Spanish-speaking grandmother went to Foshay near the end of 2006 because she "suspected Rooney was sexually exploiting" the girl.

Hubbard allegedly served as a translator when another staff member told the grandmother that she should "keep quiet because it would hurt [the girl's] reputation and assured her that Rooney would be transferred to another school."

Winston-Salem, NORTH CAROLINA

Jan 10, 2008 - New charges have been filed against Daniel Piggott, a Winston-Salem/Forsyth County school administrator. He was the 1999 Wachovia Principal of the Year.

Piggott is now facing an additional three counts of assault on a female and three more counts of sexual battery in connection with an incident with an adult employee of the school.

He had previously been charged with one count of assault and one count of sexual battery. He was suspended in November after school officials say they learned that he was being investigated by the Forsyth County Sheriff's Office. At that time, school officials say the investigation does not involve any students.

The eight offenses involved two female adult employees at the school.

He remains suspended with pay.

RESIGNED Jan 14 - Piggott announced his resignation in a press release. But Winston-Salem Superintendent Dr. Donald Martin issued his own news release that said he would not accept the resignation. "Today I received Dan Piggott's resignation letter from his attorneys. This letter comes as somewhat a surprise since we had planned a meeting with Mr. Piggott and his attorneys tomorrow afternoon. I will not accept his resignation at this time."

SUSPENDED WITHOUT PAY Jan 16 - Superintendent Don Martin suspended Piggott without pay and recommended to Winston-Salem/Forsyth County school board members that he be fired.

DOCUMENTS WITHHELD March 26, 2008 - A judge ordered the school district to turn over documents that prosecutors say they need for a criminal case against Dan Piggott. The school system's attorney admitted that he he withheld documents that he said contained his legal advice to the school board and to superintendent. He claimed they were That protected by attorney-client privilege.

Other documents were withheld because the school system disagrees with prosecutors and Piggott's attorneys about what's relevant to the criminal case, he said. The other documents include notes that another attorney for the school system made as he interviewed the two women who have accused Piggott. That was part of the school-system's investigation of the case, Davis said, so that it could decide whether to fire Piggott and prepare for any lawsuits the women might file.

The prosecution wants to know about other complaints, other investigations, the results of those investigations that involve Mr. Piggott. The judge ordered him to turn over over all the documents he had except for those that include his legal advice to the school system.

TRIAL October 29 - Piggott's trial, which is expected to last for a least a few days, got under way in Forsyth County with the former principal entering a not-guilty plea..

Piggot was dismissed after Winston-Salem/Forsyth County Schools Superintendent Dr. Donald Martin issued a statement saying he was recommending that Piggott be fired.

Michelle Rossi, 36, an assistant administrator with the San Bernardino School District , was arrested on suspicion of committing lewd and lascivious acts with a minor.

She was arrested as a result of an investigation that centered on events alleged to have occurred nine years ago when Rossi was a teacher. She was placed on administrative leave.

No other details available.

Mar 30 - Rossi is accused of having a yearlong relationship with her 13-year-old female student more than eight years ago. The charges are 12 counts of lewd or lascivious acts with a child. Rossi was a middle school teacher at the time.

Her former student, who lives in San Bernardino, reported the alleged relationship to police several weeks ago because she wanted to "clear the record," said San Bernardino Police Department spokesman Lt. Scott Paterson.

"The relationship, if you will call it that, occurred over a year," he said. "At that age, it's never consensual."

Rossi is being held on $500,000 bail.

Mar 30 - San Bernardino Sun refers to her as "vice principal of Curtis Middle School." The girl is now 23 years-old.

It is not uncommon for crimes against children to be reported several years later, experts say. The statute of limitations for child abuse cases is usually 10 years.

"It's so typical to have a delay in child abuse reportings," said Denise Trager Dvorak, a prosecutor with the San Bernardino County District Attorney's office. "When you're dealing with child abuse cases, there's all kinds of emotions that come into play and children are taught to obey adults."

NOT GUILTY PLEA May 11 - Rossi pleaded not guilty.

Denise Trager-Dvorak, a supervising family violence prosecutor for San Bernardino County, said decades can go by before victims of sexual abuse step forward.

Reasons for the delay include fears of rejection and not being believed, she said.

"It falls within the norm for this much time to go by," she said. "The only time you see an immediate report of child molestation is if a stranger is the perpetrator."

Rossi will return to court June 22.

NO CONTEST PLEA Oct 18 - Under a plea agreement, the twelve-count indictment against Rossi was reduced to two felony counts of lewd acts on a child to which she pleaded no contest. The agreement provides for 180 days in jail - not prison - and five years probation. In addition, she will permanently lose her teaching and administrative credentials and must register as a sex offender.

She will serve her jail sentence on weekends or at home with an electronic monitoring device.

She is due back in court on Nov. 20 for sentencing.

SENTENCED Nov 20 - For sexually abusing a 13-year-old girl for over TWO years, Rossi was sentenced to supervised felony probation for five years and must serve 180 days in county jail - not prison - and must register as a sex offender for the rest of her life.

In a sentencing report and in court, the victim criticized Rossi for ruining her life, her parents for failing to protect her and San Bernardino schools for ignoring the relationship.

A Probation Department analysis, included in the sentencing report, agreed.
"It is clear that everyone let the ball drop," the report said.

The analysis argued for Rossi to spend time in prison because the predatory relationship lasted two years.

Reed City, MICHIGAN

Former union president and assistant principal sentenced to 7 to 11 yrs. in prison, each, on two counts.

May 28, 2007 - Troy Guzikowski, 43, an assistant principal at Reed City High School and former union president, turned himself into police after a warrant was issued for his arrest for felony first-degree criminal sexual charges.

He is accused of sexually assaulting a female student. WZZM is reporting that police executed a warrant at Guzikowski's home Saturday afternoon and found some evidence at the home, but they're not saying what.

CHARGED: May 30 - Guzikowski was charged with eight counts of criminal sexual conduct. He is being held without bond. Pretrial scheduled for June 5.

This is not the first time a Reed City district staff member has been charged for sexual crimes. In 2002, former Upper Elementary School counselor David Harding was charged with four counts of CSC and a child sexual abusive material (pornography) charge. He was sentenced to 30 days in jail, six months on tether and five years probation for his crimes against four fourth- and fifth-grade students, he was also ordered to pay $4,000 in fines, $2,000 in costs and pay restitution to the victims.

GUILTY PLEA: August 4 - Guzikowski pleaded guilty to first-degree criminal sexual conduct.

Charges are related to an incident occurring with a female student on May 23, 2007 in Lincoln Township, Osceola County.

Guzikowski, 42, was originally charged with one count of CSC second-degree. The second charge was dropped.

Earlier this summer, the school administrator was charged with three counts of first-degree CSC and five counts of second-degree CSC in Mecosta County for incidents occurring with the same student last March through May.A plea deal was made within the two-county jurisdiction.

Guzikowski waived his right to trial and agreed to offer a guilty plea to one count of first-degree CSC in each county in exchange for a sentence of seven to 11 years on each count.

The sentences are to run concurrently. Guzikowski will be sentenced at the end of August.

The girl was 15-years-old.

There were few dry eyes in the courtroom Monday when former Reed City assistant principal Troy Guzikowski was sentenced on two charges of criminal sexual conduct. He will serve up to 11 years in prison.

As for the plea agreement,

“I see no reason to deviate from sentencing guidelines proving a minimum (for one count) 108 to 180 months,” [Judge] Hill-Kennedy said. “Likewise, I see no reason to deviate from the recommendations set out in the plea agreement.”Guzikowski received seven to 11 years on each of the two counts and will serve the sentences concurrently.

As a result of the conviction, Guzikowski will lose his teaching certification and become a registered a sex offender.

San Juan Capistrano, CALIFORNIA

Story dated July 14, 2007 - Two Orange County administrators at the Capistrano Unified School District pleaded not guilty to charges stemming from the alleged creation of an enemies list to thwart a recall effort.

Both were indicted by a grand jury in May. Former Supt. James A. Fleming was charged with misappropriating public funds, using public funds to influence an election and conspiracy to commit an act injurious to the public. Assistant Supt. Susan McGill was charged with lying to a grand jury and conspiracy to commit an act injurious to the public.

Orange County prosecutors are also planning a civil action against Capistrano Unified School District officials for allegedly conducting business in secret. The trustees and administrators of the school district have been mired in a string of controversies for more than three years.
