Media, PENNSYLVANIA

Oct 24, 2006 - Westley Holmes, Jr., 63, substitute teacher, was convicted of raping a former student, now age 15, when she was in the fourth grade.. [Emphasis mine.]

Holmes has two prior convictions, including assault on a 7-year-old student in Philadelphia, as well as two acquittals and a no-contest plea. All involve similar offenses with children.
How could someone like that be teaching? And why is the Philadelphia school chief honored, "despite budget woes and a high dropout rate, as a top U.S. leader by U.S. News and World Report and Harvard University's Center for Public Leadership?
