Dover, DELAWARE

April 28, 2008 - Lamont Downing, 25, a substitute at Dover High School, was arrested, accused of sexually harassing a student during a telephone conversation.

Police say that during a telephone conversation with one of his students, Downing made inapropriate comments regarding sexual activity. Police say they were made aware of the alleged incident following an internal investigation by school officials.
