Maybe someone can explain the logic in this.

Feb 12, 2008 - The Oregon Teacher Standards and Practices Commission revoked the license of Mark Leichty, formerly a science teacher at North Albany Middle School.

Leichty was put on leave in March 2004 after police began investigating allegations he touched the chests of four female students. Criminal charges against him were dismissed in 2005. The Commission opened their investigation in 2004 and concluded the evidence failed to establish criminal behavior, but that Leichty’s touching constituted “gross neglect of duty."

He may apply for a new license one year from now but must first document that he has successfully completed a sexual harassment course that includes information on appropriate boundaries.
