York, PENNSYLVANIA

July 9, 2007 - Joyce Royster, 58, former York City School District administrator, will be arraigned on charges that she obstructed justice and conspired with ex-husband Edward Fullum III to keep a young girl from testifying that Fullum molested her.

[Royster] will be charged with six counts of first-degree felony intimidation of witnesses or victims and two counts of criminal conspiracy, also a first-degree felony.

She also will be charged with two counts each of hindering the apprehension or prosecution (a third-degree felony); obstructing the administration of law or other governmental functions (a second-degree misdemeanor); and two counts of criminal attempt, a first-degree felony, according to charging documents.
Spring Garden Township Police have filed the same set of charges against Fullum. The couple are now divorced.
In July 2006, Fullum was acquitted of charges he inappropriately touched female students -- all around the age of 12 -- between November 2004 and April 2005 during gym classes at the school.
After the allegations were leveled against him in June 2005, the York City School District suspended him, and he retired in September 2005.


Also in June 2005, York City Police cited the school district for failing to report the suspected inappropriate touching of students, as required by state law. The district pleaded guilty to the summary offense and paid a $400 fine.
