Jan 23, 2007 - Joel Cepeda, 32, a Marshall High School teacher, was indicted again and re-arrested for involvment with a female student.
Background: Cepeda was hired as a shop teacher at Marshall in August 2003. Five months later, a female student made accusations of inappropriate sexual contact with Cepeda. The school district opened an investigation, but by the end of January, Cepeda resigned. More than a year later, he was indicted on charges of having an inappropriate relationship. The case went to trial in April 2006. The D.A. decided to dismiss the case to continue its investigation.
Last Friday, Cepeda was arrested on a charge of having an improper relationship with a student after being indicted a second time.
The Texas State Board of Education reported Cepeda's teaching certificate expired in August 2004.
